Beyond Borders has facilitated Rule of Law programmes across the Middle East for over 8 years, working with government stakeholders to tackle many of the most critical legal issues, including cyber crime, human trafficking, piracy, terrorism, money laundering and drugs crimes.
Working with a range of UK cross sector experts Beyond Borders designs bespoke programmes which mix intensive in-country training with UK study visits, allowing groups to explore best practice through evolving legislation, comparative case studies and shared experiences.
To date, in partnership with the UK’s Foreign, Commonwealth and Development Office, Beyond Borders has worked with a number of government agencies across some countries in the Middle East, particularly with the Sultanate of Oman and the State of Qatar where multi-year engagements have been hugely mutually beneficial.

Serious organised crime has emerged as the most significant focus of the rule of law projects over the years, particularly Human Trafficking and Drugs Trafficking and Beyond Borders project team and consultants work with in-country stakeholders to develop recommendations around legislation, codes of conduct and best practice in areas ranging from initial investigation of a crime, all the way to presentation in court.
Programmes take the form of in depth in-country training with leading experts from multi-sector backgrounds or UK study visits. Training in-country includes working through case studies, role-play, lectures, simulations and group work. UK visits allow access to a wider range of individuals and organisations and include onsite visits to those tackling serious organised crime on the frontline, intergovernmental round-tables, NGO engagement and the opportunity for court observation.
